What will you be working on
In this role, you will:
Strategic OD & Systems Thinking
- Develop and implement organisational development strategies aligned with the Board’s mission, vision and objectives, demonstrating deep understanding of organisational systems and their interdependencies.
- Analyse complex organisational dynamics to design holistic interventions that address root causes rather than symptoms.
- Partner with leaders to enhance organisational capability and resilience through systemic change.
Organisational Diagnosis & Change
- Lead comprehensive organisational diagnoses using multiple approaches such as employee surveys, pulse checks, focus groups, stakeholder interviews and ground-sensing observations.
- Design, develop and facilitate effective leadership and OD interventions to enhance overall organisational health, including employee engagement, well-being and satisfaction.
- Apply process consultation skills to help groups and leaders navigate their challenges and co-create effective change processes.
Change Leadership & Implementation
- Lead complex organisational change initiatives while building change capability across the organisation.
- Establish and maintain coalitions to support sustainable change efforts.
- Develop and nurture a network of internal and external OD partners committed to supporting OD initiatives.
OD Capability Building
- Develop and implement an OD capability-building framework, including training, coaching and resource development.
- Design and deliver OD skills training programmes for HR business partners and identified change agents.
- Develop toolkits and build a community of practice to support continuous learning and application of OD methodologies.

- Proven experience in in organisation development and large-scale change initiatives, with a strong track record in diagnosing, designing and implementing systemic OD interventions. Relevant professional certifications in OD are advantageous.
- Strong foundation in diverse diagnostic methodologies, such as appreciative inquiry, surveys, focus groups, other qualitative and quantitative methods, with the ability to analyse data and translate insights into practical solutions.
- Advanced facilitation skills, with track record of designing and delivering impactful learning experiences and multi-stakeholder interventions.
- Demonstrated ability to develop and execute comprehensive change management strategies, including stakeholder engagement and communications.
- Experience in coaching and consulting with senior leaders, demonstrating strong influencing and relationship-building capabilities.
- Excellence in process consultation and group facilitation, with ability to work effectively at both strategic and operational levels.
- Strong project management skills, with ability to manage multiple concurrent initiatives and deliver measurable results.
- High self-awareness and emotional intelligence, with ability to work effectively in ambiguous situations and drive initiatives independently.
- Experience in public sector transformation would be advantageous.
The successful candidate will hold the corporate title of Manager/Senior Manager/Assistant Director, with seniority based on individual work experiences.
Position is on a 1-year full-time contract directly under the payroll of CPF Board with an option to renew, contingent upon confirmation and subject to organisational needs. Additionally, there is potential for emplacement into a permanent position.
