What will you be working on
In this role, you will:
- Collaborate with various stakeholders to develop appropriate innovative procurement strategies/approaches to achieve effective procurement in support of their needs.
- Provide professional advice to various stakeholders on best practices in sourcing, evaluating contract management, and supplier management practices.
- Ensure compliance with the Government Instructions Manual (IM) on Procurement and the Board’s Procurement Policy and Guidelines for all purchases.
- Prepare and submit tenders, which involve creating comprehensive documents and evaluating and assessing potential vendors who submit bids.
- Conduct spend analysis on procurement data to formulate long-term procurement strategies for better procurement management.
- Detect anomalies and identifying opportunities for demand aggregation.
- Contribute to the continuous improvement of procurement processes by providing valuable insights and feedback gained from tender participation experiences.
- Engage in projects leveraging cutting-edge technologies such as Machine Learning (ML), Artificial Intelligence (AI), GenAI, and Robotic Process Automation (RPA) to enhance the procurement experience.

- Demonstrate work experience in procurement, preferably in ICT
- Knowledge of procurement governance processes and best practices.
- Knowledge of demand aggregation strategies and their application in procurement.
- Possess strong analytical skills to assess procurement data and detect anomalies.
- Ability to design and implement training programs aligned with procurement competency frameworks.
- Familiarity with technologies such as ML/AI, GenAI, and RPA, and a willingness to participate in projects that leverage these technologies to enhance the user procurement experience.
- Possess strong organisational skills with the ability to manage multiple priorities, deadlines, and resources effectively.
The seniority of appointment and actual corporate job title will commensurate with individual work experiences.
Position is on a 1-year full-time contract directly under the payroll of CPF Board with an option to renew, contingent upon confirmation and subject to organisational needs. Additionally, there is potential for emplacement into a permanent position.
