What you will be working on
You will lead a team responsible for managing Investment Administrators (IAs) under the CPF Investment Scheme (CPFIS) and overseeing the administration of the Special Discounted Shares (SDS) Scheme. You will safeguard CPF members' interests by ensuring operational efficiency and regulatory compliance across all investment administration activities, whilst building and maintaining strong relationships with key stakeholders and regulatory bodies.
In this role, you will:
Inclusion and Management of Investment Administrators (CPFIS)
- Review inclusion and regulatory criteria for Investment Administrators to ensure they remain relevant with the latest market developments and continue to meet CPFIS' objectives.
- Assess the suitability of new Investment Administrators and Digital Advisors for CPFIS, and propose recommendations for onboarding.
- Review and assess the financial position and performance of Investment Administrators for senior management's review.
- Evaluate and recommend actions required for regulatory breaches by Investment Administrators, and approve recovery solutions relating to operational issues or errors.
- Manage escalated and complex CPFIS queries from officers pertaining to CPF members and Investment Administrators.
- Work with Legal Services on changes relating to the Deed of Indemnity and Terms and Conditions.
Stakeholder Engagement and Regulatory Compliance
- Maintain close working relationships with Investment Administrators, providing clarity on IA-related issues and seeking their views on proposed changes under CPFIS.
- Maintain close working relationships with the Monetary Authority of Singapore (MAS) on matters associated with Investment Administrators, including regulatory issues and CPFIS changes.
- Implement and communicate approved policy and operational changes to Investment Administrators, regulators, and relevant stakeholders including AFAS, IFPAS, FPAS, and SIAS.
Management of Special Discounted Shares (SDS)
- Maintain working relationships with key stakeholders such as SingPost, The Central Depository Ltd, and Philip Securities.
- Manage ongoing activities with Singtel, including dividend distribution, Annual General Meeting (AGM) execution, and other corporate actions.
- Analyse and assess SDS data to formulate insights for Singtel's and management's review.
- Consult the Legal team on reviews of legal contracts and processes, and propose the best course of action for corporate actions.
- Resolve escalated queries from members of the public and brokers regarding the management of Singtel shares.
Project Oversight
- Oversee internal projects relating to IAs and SDS that require enhancements to CPF systems and the website, reviewing requirements and testing results prepared by officers.
- Work closely with external and internal parties on projects involving corporate actions under SDS.
People Management
- Develop officers' capabilities to ensure they are competent in performing their tasks, and play an active role in their skills development and career mentorship.
- Communicate clearly and sensitively to the team on relevant work changes, and build strong rapport to motivate them to excel.

- Relevant experience in investment administration, compliance, or regulatory management, preferably within the finance industry.
- Have experience in managing or assessing investment products, financial instruments, or investment schemes.
- Have experience in regulatory compliance, enforcement, or working with financial regulatory bodies such as MAS.
- Have experience in stakeholder and relationship management across internal and external parties, including regulators and industry associations.
- Have experience in leading and developing teams, with the ability to mentor officers and support their professional growth.
- Knowledge of financial markets, investment trends, and the broader landscape of retail investment products.
- Knowledge of policy development and implementation within a regulated environment.
- Familiarity with legal processes, including the review of contracts and indemnity documentation, would be advantageous.
- Communicates effectively, both in writing and speaking, including the ability to convey complex regulatory and operational matters clearly to diverse audiences.
- Works independently and manages priorities effectively, including overseeing multiple workstreams across IA management, SDS administration, and project oversight concurrently.
- Adaptable and resourceful in handling different tasks and challenges, with a meticulous approach and keen attention to detail.
The seniority of appointment and actual corporate job title will commensurate with individual work experiences.
Position is on a 1-year full-time contract directly under the payroll of CPF Board with an option to renew, contingent upon confirmation and subject to organisational needs. Additionally, there is potential for emplacement into a permanent position.
