What you will be working on
As an Operations/Implementation Specialist, you will play a pivotal role in driving operational efficiency, optimising processes, and enhancing the overall performance of our organisation. The role is responsible for supervision of the day-to-day business activities of the CPF Investment Scheme (CPFIS), which provides CPF members with asset enhancement options on CPF savings to achieve a secure retirement. You will review operational processes to improve efficiency and ensure compliance of agent banks and product/service providers with CPFIS guidelines. In addition, you will be responsible for the review of admission of market stocks and bonds and new investment products under CPFIS, ensuring that the investment products offered are relevant and continue to serve the CPF members' needs.
In this role, you will:
Review and Management of CPF Investment Schemes (CPFIS) Operations
- Supervise senior executives to execute day-to-day operations of the CPFIS such as trade settlements and fund applications to ensure efficient, cost effective and accurate processing.
- Lead managers on projects to improve CPFIS processes and meet service standards. Monitor performance of agent banks and service providers, and analyse investment trends and performance data as needed.
- Manage complex enquiries from agent banks, product/service providers and CPF members in a sensitive manner and provide solutions within the CPFIS policy parameters.
- Propose recommended solutions to Assistant/Deputy Director for more complex requests from stakeholders and build relationships with external and internal parties to ensure smooth operations of CPFIS.
- Conduct regular reviews of CPFIS transactions processed by CPF Board, agent banks and product/service providers in compliance with the CPF Act, CPFIS Regulations, CPFIS terms and conditions and Standard Operating Procedures.
- Recommend solutions to strengthen the internal controls of CPFB, agent banks and product/service providers to ensure accuracy of CPFIS transactions and records.
- Review audits of CPFIS transactions to ensure preventive measures of agent banks and product/service providers are effective.
Review of Admission of Stocks and Bonds and New Investment Products for CPFIS
- Review the relevant policies and criteria for admission of stocks and bonds and new investment products into CPFIS.
- Consult with stakeholders such as the Monetary Authority of Singapore and Singapore Exchange on policy and regulatory changes. Analyse market developments and propose policy recommendations to better serve CPF members' needs, then plan and implement approved changes.
- Engage actively with relevant stakeholders such as product/service providers as part of change management and monitor compliance of product providers to CPFIS admission policies.
- Review existing and new investment products periodically to ensure that they meet the CPFIS' objectives.
- Monitor performance of agent banks and product/service providers and generate related analysis and insights whenever necessary
- Track and manage relevant statistics on CPFIS to provide analysis on investment trends and performance information as required.

- Prior experience in the finance industry would be advantageous

The seniority of appointment and actual corporate job title will commensurate with individual work experiences.
Position is on a 1-year full-time contract directly under the payroll of CPF Board with an option to renew, contingent upon confirmation and subject to organisational needs. Additionally, there is potential for emplacement into a permanent position.
